Advancing inclusion of people with disabilities during disaster situations

NUDIPU with support from the Norwegian Association of the Disabled (NAD), hosted a pivotal breakfast meeting with various Ministries, Departments, and Agencies, aimed at enhancing understanding and action on disability inclusion in climate change and disaster risk reduction (DRR).

This initiative stems from the pressing need to address the unique challenges that persons with disabilities face during disasters, including inadequate access to timely information, obstacles during evacuations, and difficulties in maintaining stable livelihoods in the aftermath of catastrophic events.


During the meeting, stakeholders discussed critical measures to improve disaster preparedness for individuals with disabilities. NUDIPU emphasized the necessity of creating inclusive early warning systems that allow for timely evacuations and the importance of integrating persons with disabilities into DRR committees. Additionally, the accessibility of shelters during emergencies and the implementation of inclusive climate livelihood programs were highlighted as essential for supporting these communities.

A notable outcome from the meeting was the commitment from the Climate Change Department to incorporate disability inclusion indicators into the ongoing review of the National Climate Change Gender Strategy. They welcomed NUDIPU’s involvement in this vital engagement.

Attendees included representatives from the National Planning Authority, Makerere University, the Ministry of Gender, Labour and Social Development, the Ministry of Agriculture, the Ministry of Water and Environment Department of Metrology.
