
The National Union of Disabled Persons of Uganda, in collaboration with the Uganda Parliamentary Forum on Social Protection, the Parliamentary Forum for Persons with Disabilities, the Uganda Women Media Association, and various Organizations of Persons with Disabilities, is excited to announce a press conference to officially launch the National Disability Manifesto for 2026-2031.
This manifesto serves as a strategic advocacy and accountability tool aimed at advancing the rights and dignity of persons with disabilities in Uganda. Key focus areas include:
-Inclusive education, Social protection programs that benefit persons with disabilities, Inclusive Health and Technology, Inclusive employment, access to justice, reasonable accommodation and full participation in politics.
The successful implementation of these critical areas will hinge on the collaboration of various Ministries, Departments, and Agencies (MDAs) in alignment with Vision 2040, as emphasized by Esther Kyozira CEO NUDIPU.


The views expressed in this manifesto reflect the voices of over 6 million persons with disabilities nationwide, who have long advocated for change to ensure their dignity and coexistence.
Importantly, we must prioritize the needs of children with disabilities. Current programs often overlook this vulnerable group, which further complicates the lives of parents and caretakers. Therefore, the Child Disability Assistance Program is essential and requires strong support from all policymakers.
Together, let us work towards a more inclusive Uganda that recognizes and upholds the rights of all its citizens, including those with disabilities.
