TERMS OF REFERENCE FOR DEVELOPING SAFETY AND SECURITY POLICY

1.0 Background of the Organization

The National Union of Disabled Persons of Uganda (NUDIPU) is an Umbrella Organization established in 1987 with a vision of creating a just and fair society where Persons with Disabilities (PWDs) live a prosperous and dignified life. NUDIPU is a non-governmental organization that advocates for the rights of Persons with Disabilities in Uganda. It brings together all categories of PWDs including the physically, sensory and mentally impaired people. NUDIPU exists to create a unified voice of PWDs to advocate for equalization of opportunities, involvement, and participation in policy planning and implementation of disability programmes in close cooperation with the government, NGOs, and the public. NUDIPU’s membership comprises 146 District Unions (DUs) and 16 National Disabled Person’s Organizations (NDPOs). Their main purpose is to influence and mainstream the provision of services in favor of PWDs in Uganda.

2.0 Expected output

The consultant will support NUDIPU in developing a safety and security procedures/guidelines to assist NUDIPU have standard operating procedures for the safety and security of both head office and field offices staff that aligns with the other organization’s policies and National security policy. To assist the organization in having oversight of the safety and security issues affecting most programmatic operations as well as proactive risks management. to ensure that the policy reflects both internal and external changes and is consistent with the needs and sustainability of the NUDIPU staff.

3.0 Scope of the task

The consultant will:

  1. Inception report: outline details of activities with proposed methodology and timeline/delivery dates
  2. Schedule of meetings and session plan.
  3. Draft version of safety and security guideline including annexes.
  4. Report detailing the consultants’ findings, lessons learned, recommendations and follow up action plan.

4.0 Deliverables of the Consultant

  1. Prepare an inception report detailing the proposed methodology, a matrix and instruments that will be used as well as the proposed timetable for the entire process.
  2. Ensure that the safety and security procedures are incorporated in the policy in line with the National security policy and align it with the NUDIPU vision, mission, and goals.
  3. Provide key recommendations to the Senior Management and Board of Directors.
  4. Conduct research to identify security and safety workforce issues regarding policies from similar organizations.
  5. Conduct meetings with all staff, management, and BOD to receive their ideas on the developed safety and security policy.
  6. Orient staff and senior management on the draft safety and security policy and the annexes for the feedback and input.
  7. Provide a final safety and security policy including annexes in both hard and soft copies to NUDIPU.

5.0 Qualification, skills, and experience

  • Education
  • Proven experience as a safety and security policy consultant
  • Master’s degree is an added advantage.

Technical

  • Full understanding of developing and implementing safety and security procedures for organizations, preferably NGOs.
  • Good experience in safety and security guidelines.
  • Good research and writing skills.

Industry experience

At least 5 years of experience in progressively responsible developing safety and security policies

6.0 Supervision and Reporting

The consultant will work closely with the Director finance and administration and senior management during this assignment.

7.0 Duration.

The assignment is expected to take 30 days.
