Organization Background
The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization promoting
the rights of Persons with disabilities in Uganda with the vision of having “A Just and Fair Society
where Persons with Disabilities live a Prosperous and Dignified life”. We exist to advocate for the
rights of Persons with Disabilities in a unified voice for improved livelihoods. NUDIPU seeks to recruit
competent a Ugandan to fill the following position:
Job Title: Director Finance and Administration
Number of Position: one
Reports to: Chief Executive Officer
Duty station: Kampala
Eligibility: Should be a person with a disability
Job Purpose
To lead and optimize financial and administration processes, ensuring they align with NUDIPU’s
strategy and policies to realize NUDIPU’s vision and mission.
Job Summary
The Director, Finance and Administration, will be responsible for overseeing overall organizational
operations, including but not limited to finance management, compliance, grants oversight,
administration, procurement and logistics, risk management, security, and information
technology. He/ she will provide supervision of the finance, administration, and logistics staff.
Main Tasks and Responsibilities

  1. Financial management:
    i. Manage the operation and strategic functions of the finance department to ensure
    compliance and efficiency, including among others; regulatory compliance, donor
    compliance, and organizational policies and procedures.
    ii. Oversee and lead annual budgeting and planning process, annual cash flow
    projections, and forecast financial requirements on a regular basis in conjunction with
    the CEO and SMT; monitor progress and keep SMT abreast of the organization’s
    financial status.
    iii. Maintain sound financial management and accounting policies, systems, regulations,
    and procedures for the organization, including the regular revision and updating of
    the financial policies and procedures manual.
    iv. Ensure timely submission of periodic reports including annual budget, management
    reports, donor reports, Quarterly reports, Board reports, and audit reports.
    v. Analyze and present financial reports in an accurate and timely manner, develop
    financial reporting materials for all donor segments and oversee all financial,
    project/program, and grants accounting.
    vi. Provide financial expertise and guidance to both the chief executive officer and the
    Finance Committee of the Board concerning the organization’s financial position and
    performance, especially in the areas of budget discipline, auditing, and cash flow
    monitoring.
    vii. Ensure that the finance and administrative systems function effectively and efficiently
    with respect for economy and value for money in accordance with the Organization’s
    policies and procedures manuals.
    viii. Monitor and advise management on the changes in local legislation, accounting
    practices, and tax regulations and implement necessary changes as recommended
    by the board.
  2. Grants and Partnership Management
    i. Spearhead the Preparation, review, and modification of memoranda of understanding
    and grant agreements between NUDIPU and other sub-grantees.
    ii. Oversee the development and operationalization of the Subgrantee policy guiding sub-
    granting activities within the organization.
    iii. Work with CEO and SMT to represent the organization in high level meetings with key
    stakeholders, including donors.
    iv. Coordinate the close-out of sub-grants which involves preparing relevant close-out
    documents for approval.
  3. Resource mobilization
    i. Spearhead the development and review of the resource mobilization strategy in line with
    the approved strategic plan.L
    ii. Participate in the development of project proposals by ensuring that the costing for
    activities is properly done and that budgets include all relevant components of the
    proposal.
    iii. Take lead in the development of a comprehensive financial sustainability plan and
    fundraising strategy for the Organization.
  4. Audit management.
    i. Coordinate, lead, and ensure timely completion of the external annual audit processes of
    the organization.
    ii. liaise with external auditors to ensure a smooth audit process through provision of
    feedback to the external auditors regarding the management letter.
    iii. Coordinate the presentation of the external audit report to the finance committee of the
    board of directors.
  5. Support in the human resource function.
    i. Support in reviewing the payroll to ensure efficiency and effectiveness.
    ii. Conduct performance appraisal for the staff under your supervision.
    iii. Receive and review timesheets for staff under your supervision.
  6. Administration.
    i. Oversee operations, logistics, procurement, , and information technology (IT) functions of
    the organization.
    ii. Ensure effective management of organization assets including the maintenance of an up-
    to-date assets register and ensuring that physical verification of the assets is undertaken at
    the end of every financial year.
    iii. Oversee the management of the organizational motor-vehicles and other assets.
  7. Security
    i. Develop and implement standard security protocols to ensure the security of assets and
    staff.
    ii. Provide regular updates to the organization regarding safety and security in the country.
    iii. Develop and update the risk register for the organization.
    iv. Develop protocols to ensure the security of organization information and materials.
    In addition to individual respective tasks, all NUDIPU employees are expected:

    iii. To identify and implement new ideas/concepts and additional tasks for the benefit to
    the organization (whether directly linked to one’s job or not).
    The attainment of the above will be reflected in the employee’s appraisal, as well as the
    achievement of outputs, as described in above key responsibilities.
    Person Specifications
    Education

    i. A bachelor’s degree in finance, Accounting, commerce or Business Administration
    majoring in accounting and finance
    ii. Full membership to professional accounting bodies such as ACCA and CPA is a must.
    iii. A master’s degree in accounting and finance is a must.
    iv. Knowledge of Principles and practices of general fund accounting and internal control
    systems.
    v. Knowledge of Principles and practices of grant management and an understanding of
    compliance is desirable.
    Industry experience
    i. At least 5-7 years of progressive and professional accounting experience in a relatively
    large institution. Experience in working with NGOs, or INGO is an added advantage.
    ii. At least 5 years in a senior management role with specific handling procurement, finance,
    and administration processes
    iii. Experience in using financial systems like QuickBooks, palladium etc.
    iv. Significant experience in financial monitoring, budgeting systems, internal controls, and
    audit processes.
    v. Demonstrate experience of working with persons with disabilities.
    Technical Skills
    i. Ability to develop and implement financial procedures and controls.
    ii. Significant experience in fundraising, and proposal writing skills shall be an added
    advantage.
    iii. Ability to communicate effectively, both in oral and written
    iv. Administrative and coordination skills.
    v. Computer packages, and MS Word, Excel, PowerPoint, etc.
    vi. Strong analytical and problem-solving skills along with the capacity to identify and
    articulate potential problems and provide possible solutions in a concise and clear
    manner.
