An Individual Consultant or firm is needed to conduct an evaluation assessment on PDM in regard to Gender and Disability mainstreaming and will be responsible for delivering high-quality, inclusive, and evidence-based findings to inform implementation and future performance monitoring. The Assessment will be done in two (2) districts and at the National level

• Karamoja Sub-Region (Nakapiripirit District) and,
• Sebei Sub-Region (Kapchorwa District).
• National level (Ministry of Gender, Labour and Social Development and PDM Secretariat)

 The overall purpose of the assessment is to analyze the outcome of the Parish Development Model (PDM) using the DAC criteria -relevance, coherence, effectiveness, efficiency, Impact and sustainability from a Gender and Disability lens for advocacy for adaptation of PDM.
